How Much Does an ATS Cost in Brazil in 2026? Pricing Models and Scenarios
How much does recruiting software cost? A look at ATS pricing models (per user, per open job, per location, setup fees and annual contracts), the pros and cons of each, and cost scenarios for a small business, a 20-location network and a seasonal hiring peak.

An ATS in Brazil can cost anything from nothing on a free plan to a contract negotiated with sales. What drives the bill is less the brand than the pricing model: per user, per open job, per location or per employee. To estimate your cost, count simultaneous open jobs, users and hiring locations.
An ATS (applicant tracking system) is software that keeps job openings, applications and every stage of the hiring process in one place, instead of spreadsheets, inboxes and chat groups. "How much does an ATS cost?" rarely has a single answer, because two vendors with the same headline price can send very different invoices to the same company.
The stakes are high in Brazil. According to the Novo CAGED report from the Ministry of Labor and Employment, the country recorded 26.6 million formal hires in 2025. And a Sebrae survey reported by Brasil 61 in 2026 found that micro and small businesses accounted for 80.5% of the net formal jobs created in 2025. The companies doing most of the hiring are exactly the ones with the least room to overpay for a tool.
This guide walks through the pricing models you will find, runs three realistic scenarios and shows how HireTree pricing works, with October 2026 figures.
What pricing models do ATS vendors use?
Most recruiting software combines one or more of these models. Knowing which one a vendor uses is the single most useful step when comparing quotes.
| Model | How it works | Pros | Cons |
|---|---|---|---|
| Per user | Every person with a login (recruiter, manager, store lead) needs a license | Predictable when the HR team is small and stable | Gets expensive once managers need access; nudges teams to share passwords |
| Per open job | You pay for the number of jobs published at the same time | Tracks your real hiring volume; the team can grow freely | Hiring peaks raise the bill while those jobs are live |
| Per location or store | Each branch, store or entity pays its own subscription | Easy to grasp in standardized networks | A location that rarely hires pays the same as a busy one; opening a location costs more |
| Per employee (headcount) | Common in HR suites: price follows your total workforce | Makes sense when the ATS ships with payroll and time tracking | You pay for the whole company even if you hire very little |
| Setup fee | One-off charge for configuration, data migration and training | May include useful consulting for complex operations | High entry cost before you see any result |
| Annual or custom contract | Price negotiated with sales, usually with a 12-month commitment | Discount in exchange for term; tailored conditions | Hard to compare; hard to leave if the tool does not fit |
Many large recruiting platforms do not publish prices and ask for a demo before sharing any number. That is not necessarily bad, but it slows comparison down. Tools with public pricing and a free trial let you run the numbers before talking to anyone.
How much does an ATS cost in each scenario?
We could not find a recent public survey of ATS price ranges in Brazil solid enough to quote. So instead of inventing averages, it is more useful to look at how each model reacts to three common situations. HireTree figures below use the October 2026 price list for organizations based in Brazil, in Brazilian reais (R$).
Scenario 1: one location, two open jobs
A clinic, restaurant or office hiring two people at once, with the owner and one more person using the system.
- Per user: two licenses. Usually cheap, until the manager also needs to log in.
- Per location: one location. Also usually cheap.
- Per employee: you pay for your whole headcount even though you are hiring two.
- HireTree: the Free plan covers one open job at a time. For two simultaneous jobs, Essencial bills its minimum of three jobs: R$ 285 a month on monthly billing (3 × R$ 95) or R$ 237 a month on annual billing (3 × R$ 79, paid up front: R$ 2,844 a year).
Scenario 2: a network with 20 locations and 10 open jobs
A franchise or branch network with 20 stores, 10 jobs open at the same time and about 30 users across HR, store managers and supervisors.
- Per user: 30 licenses. This is where the model tends to hurt, since every store manager becomes a seat.
- Per location: 20 subscriptions, including stores with no open job that month.
- Per employee: you pay for everyone in the network.
- HireTree: you pay for the 10 open jobs only. On Essencial, R$ 950 a month (monthly) or R$ 790 a month (annual). On Pro, R$ 1,190 (monthly) or R$ 990 (annual). The 20 locations and 30 users are not part of the bill.
Scenario 3: a seasonal hiring peak
A retail store that keeps 4 jobs open through the year and jumps to 15 in November and December for holiday temps.
- Per user or per location: the peak does not change the price, but you pay the same structure all year.
- Annual contract sized by volume: if it was sized for the peak, you pay for 15 jobs all year.
- HireTree, Essencial on monthly billing: 10 months at 4 jobs (4 × R$ 95 = R$ 380 a month) plus 2 months at 15 jobs (15 × R$ 95 = R$ 1,425 a month), roughly R$ 6,650 for the year. Paying for 15 jobs all year would cost R$ 17,100. One detail matters: closing a job frees its slot for another job, but the subscription does not shrink on its own. After the peak, remove the extra slots in your subscription settings. On annual billing you can reduce slots too, and the prorated difference becomes a credit on your next invoice.
These figures are approximate and ignore proration when you change the number of slots mid-cycle.

HireTree is a Brazilian ATS that charges per open job, with unlimited locations and users on every plan. There is one rule: price = the greater of your open jobs and the plan minimum, times the price per job. No base fee, and no volume discounts or surcharges: every job on a plan costs the same.

|---|---|---|---|---|
| Free | R$ 0 | R$ 0 | Up to 1 | Pipeline, careers page, candidate portal, scheduling |

A few details that change the math:
- What counts as a job: a published or paused job takes a slot. Drafts do not count, nor do jobs awaiting approval to be published or reopened; a paused job awaiting approval to go back live keeps counting. Closing a job frees its slot for another one.
- Locations and users are unlimited: opening a new branch or giving a manager access does not change the invoice.
- Trial without a card: the trial gives you 14 days of the full Pro plan, no credit card required. Afterwards you pick Essencial or Pro, or stay on Free.
- Annual billing: the price per job drops by about 17%, paid in a single annual charge.
- No setup fee: there is no charge for setup, migration or training.
AI screening, WhatsApp messaging and the AI connector (MCP) are available from the Pro plan up. If you need them, compare Pro against the alternatives, not Essencial.
What costs sit outside the subscription?
The subscription is only part of what an ATS costs. Before signing, account for:
- Setup and training: some vendors charge separately to configure the account, import candidates and train the team.
- Integrations: connections to payroll, e-signature or job boards may be sold as add-ons.
- Users you did not plan for: managers, store leads and interviewers who join later, under per-seat pricing.
- Team time: a tool that is hard to use ends up back in a spreadsheet within weeks, while the bill keeps coming.
- Open roles: every week a job stays open is a week of short staffing.
For a sense of how much hiring costs overall, the SHRM 2025 recruiting benchmarking report puts the average cost per hire at US$ 5,475 for nonexecutive roles in the United States. Brazil is a different market, but the lesson carries over: software is usually a small share of the cost of hiring, and a tool that shortens the process pays for itself in time saved.
How do you compare ATS quotes?
Use this checklist to put different proposals on the same footing:
- Count simultaneous open jobs: in a normal month and at your peak.
- Count who will use it: HR, owners, managers, store leads and interviewers.
- Count the locations that hire: headquarters, branches, stores or departments.
- Ask for a quote with those numbers: not the entry price, but the invoice for your scenario.
- Ask what is included: setup, training, AI, WhatsApp, integrations and support.
- Check the term: annual commitment, exit penalties and whether monthly billing exists.
- Try before you pay: favor vendors with a trial or free plan so you can test with a real opening.
- Model your worst month: rerun the numbers for your hiring peak.

Which pricing model should you choose?
There is no such thing as "the price of an ATS". There is the price of an ATS for the way you hire. Small, stable HR teams often do well with per-user pricing. Companies with many locations, many managers involved or hiring that swings through the year tend to pay less when the price follows open jobs. The safest path is to run the numbers with your own data for two cases: a normal month and your peak month.
To start at no cost, the Free plan covers one open job and the trial unlocks 14 days of Pro without a card. See the plans and prices for your market.
Frequently asked questions
How much does recruiting software cost per month?
It depends on the pricing model and the size of your operation: the market has free plans with job limits, subscriptions priced per user, per job or per location, and contracts negotiated with sales. For organizations in Brazil, HireTree paid plans start with Essencial and its three-job minimum: R$ 285 a month on monthly billing, or R$ 237 a month on annual billing, paid up front (R$ 2,844 a year). October 2026 prices.
Is there a free ATS?
Yes. Some systems offer a free plan with limits on jobs or features. HireTree's Free plan is permanent and allows one open job at a time, with a pipeline, careers page and candidate portal.
Is it better to pay per user or per open job?
Per-user pricing is usually cheaper when few people use the system and the team is stable. Per-open-job pricing tends to win when many managers need access, when you have several locations or when hiring volume changes during the year.
Do ATS vendors charge setup fees?
Some vendors charge a one-off fee for setup, training or migration, and it can weigh on the first year. Ask before you sign. HireTree does not charge a setup fee.
How does the HireTree free trial work?
The trial lasts 14 days, unlocks the full Pro plan and does not ask for a credit card. When it ends, you choose Essencial or Pro, or stay on the Free plan at no cost.
